The paper is a report about the project “Training Citizenship and Intercultural Education: methods and resources for adult learning (Tra.C.I.E.)”, that is funded by EC (LLP – Grundtvig, Multilateral projects). Group consultation was used with educators at different stages of their careers as an innovative research tool in the development of both pre- and in-service teacher training for world citizenship education. The themes identified by the teachers were quite broad, and included the need for more educational philosophy, varied educational methodology and the skills to collaborate with other teachers in order to create a “culture of consultation in schools”. Involving teachers in the field was found to be essential in identifying critical areas for training, as well as for appropriate means and implementation. This study explores the relationship between civic and citizenship factors and the middle proficiency level of students’ civic knowledge in the Baltic countries: Estonia, Latvia and Lithuania. The study uses large scale data from the IEA’s International Civic and Citizenship Education Study (ICCS) 2016. According to ICCS 2016, 39% of students from the three Baltic countries and only 26% of students from the Nordic countries had a middle proficiency level of civic knowledge.
